Hopefully, they only locked the amount of the claim. If more than that is frozen, call and get a supervisor. Ask them to take the over-hold off.
The "buyer" is NARU for a reason. You might get back with some of his other sellers and try to find out if they had a hand in the NARU.
As I said, I have never had a NARU make the required return. The claim just expires. That does not mean your "buyer" will not return the card, but NONE of mine ever have, once they go NARU.
The guy could have been caught doing bad stuff. Or, the NARU might only be a technicality; like an expired credit card on file at EBAY.

The second you get the card back, if you want to pursue the matter, you MUST file an appeal. Otherwise, PP will give the guy the money and he will pull it out fast; if he uses an ATM it is gone forever. You would then have to go to the BBB, if PP denies the appeal.
I would have appealed based on the "not SNAD" defense. BUT, you "generally" ONLY get one appeal, so you may want to wait until the card comes back; if it does come back.

Thanks again for your help Storm. This guy is a true scum bag. In the last week or two, I've sold a raw 59 Fleer "Ted Signs" card, and a raw 86 Topps Traded Tiffany Bonds card, and I received positive feedback on both of them. I wonder why the scumbag didn't leave me negative feedback . It might be too late now that he is NARU.
