2008 United States Mint American Legacy Collection question

Let me preface this question with the fact that my main love is US silver coins of the 1800s and the first half of the 1900s, not just "modern crap". I know how some people feel about the latest mint offerings.
I also have a complete collection of proof and mint sets from the mid 1950s to 2008, including Prestige, Premier Silver, Silver, SMS, etc. I was never really interested in the American Legacy Collections until this year. I picked up the first three years worth at what seemed a good price in relation to the issue price and what dealers were selling them for. I am very happy with them.
Now to my question. I am having a hard time getting my head around the logic of the pricing of the 2008 United States Mint American Legacy Collection. The US Mint site says it will go on sale 10/27 for $100. The collection consists of the 14 coins from the proof set and a commemorative Proof Bald Eagle silver dollar. The set comes in large presentation/portfolio packaging with what I assume would be info on bald eagles.
The individual price of the 2008 Proof Set is $26.95 and The Bald Eagle Silver Dollar is $43.95, for a total of $70.90. So the Legacy collection costs $29.10 more. That is more than a 41% increase over the$70.90 price.
I understand the pricing of American Eagle and Buffalos over melt, plus that is the only way to get those coins. The Legacy collection is just products that are currently available individually in their own set/packaging. Does any body think that the "collection" price is any way justified? I can not come up with a way to rationalize buying the "collection". I guess I am just disappointed that I will be letting my complete Proof/Mint Set fall into incompletion.
Any comments?

And only last years issue ( low sales ) retains its Mint issue price...previous 2 prior years you can purchase below Mint price...

It depends. If you want the special packaging, then, yes, they are worth the money. If you are only interested in the coins contained therein, no, they are not worth the money.
I bought a 2006 set to commemorate my second daughter's birth, and I didn't care about resale value at the time.

If I recall correctly, the first two years (2005 and 2006) were sellouts at 50,000 and the 2007 sold only about 28,000 because of the short ordering period. This year the ordering period may be short also, I think the Bald Eagle dollar goes off sale in December and I believe that would include the commem dollar in the set.
Some of the later Prestige sets were also worth more than the value of the individual coins that made up the set, because of relatively low mintage of that particular packaging option.
