It is really hard to tell from those pics what is a mark on the coin and what is dust. I don't think there is any chance that this coin will get anything higher than 67, and it moves down from there depending on what marks are on the coin and not just dust or something else in the picture.
Dan, I agree the photo leaves much to be desired. Since this coin is about half the size of a dime, its very difficult to shoot. Even looking at it under 10x is problematic. I have my suspicions that this piece came out of jewelry, but I cannot find any "prong marks" to confirm this.
I think PCGS might BB it for the rim marks... I have seen them do the same for lesser marks than I witness on this coin...
