64 seems possible. The picture really is too fuzzy to say. As for color, you may be the best judge. Pictures can be misleading. I try hard to make sure the photo is a good representation but it is easy to influence.
PCGS is being very conservative about color and handing out RD designations. They are exposed if the copper turns RB or BN. I just got 38 early wheaties back from crossover grading and I am dumbstruck by some RD --> RB downgrades. Here's a '26-D that went from 65RD (NGC) to 64RB (it's a struggle to find much brown at all).
I think it's borderline. I would sticker that coin at 64, but might not at a 65.
