Finally had a strange eBay experience...

Just thought I would relate this little experience, and solicit some opinions as to what really might have happened.
I purchased a coin using a BIN on a Sunday night from a 500+ 100% feedback seller, and paid immediately. The seller emailed me and said it would be sent Monday. Wham-bam, done deal. Seller is in the state next door, I figure to have it by the end of the week. When Saturday hits, I email him an inquiry, hoping he will automatically think to send me the tracking info, like most sellers do. Now this was the most expensive coin I had ever tried to purchase from eBay ($2,500+), so I really was interested in that information. If it had been a $100 coin, I wouldn't have cared.
He sent this: "sorry just been going in and out of hospital, i can confirm that the coin was shipped early last week, i assume it will be there monday if it hasnt turned up by now but when i get home ill dig up the tracking number and find out where it is, please excuse the delay in answering your message"
That's cool, I'm thinking he will share the tracking with me. Later I get this: "i went to the post office today and they can track it but cant find it, it never left milwaukee, i would like to offer you a full refund until the coin is located and shipped to you, this has never happened before and i hate the fact that you have paid and not received the coin so the only thing i can think of is refunding ur money and when the coin shows you repay the invoice. other then that im not sure what to do other then wait, the tracking number i have goes nowhere so ithey tracked it using some other way and they just got it to the main sorting facility in milwaukee, the coin has been fully insured but unlike other sellers i couldnt in my right mind say you do the insurance claim..i really dont think thats fair that you would have to wait up to 8 weeks for your money back. other then that all we can do is wait another week and see if it shows, im sure it will but the people at usps arnt the most helpfull or caring people in the world so who knows...im praying it turns up and then im praying you would be honest enough to pay the money for it, i really dont want to get a negative feedback so im willing to do whatever you want me to...if u want a refund and then when it shows u pay that back(i really hope!) or we wait another week and see if it shows as i start the insurance claim(hopefully they will find it then) but i think they said today it has to be lost for 4 weeks before i can make a claim...i dont know this is really upsetting as i dont have this money to loose but i feel so bad u have paid and not got anything yet

See, it struck me as odd that he offered an immediate refund, but I said let's give it a week. But notice he did not give me the numbers from the shipping receipts. That bothered me. So as it gets later in the second week, I get more aggressive about asking for the tracking number. This was part of a midweek message: " ...there is a way they can check if a parcel has gone through a scanner...its a certian section of usps that does this but it can be done, anyway ill keep in touch and let u know once i hear from usps this week and what they said...im praying it just turns up today...my fingers are crossed lol....i hate these headaches i think ill use fedex from now on"
Still no tracking number. He seemed to completely ignore that I was asking for it. Given the amount of time I had to do a chargeback if needed, and on the advice of a couple forum members, I opened a dispute. THAT got his attention: "no probs ill refund ur money by monday, the reason no tracking number is lodged on paypal is due to the amount of money the trasaction is worth, paypal only insures up to $500 otherwise u have to go to the post office which is what i did, u really screwed me over by placing a claim against me, i told u if it wasnt there on monday i would refund ur money, u have now done a claim against me on saturday therefore freezing all the money in my account! thanks now i cant run my business , i told u i would refund on monday if it hasnt arrived, thats ok if u want to do it this way then u can do the insurance claim to get ur money."
I kept asking for the tracking. Here are some of his replies:
"I am sure if we are patient until after labor day weekend we will have a much better idea what is going on. I also seemed to have over looked that it is labor day weekend, the post office wont even update anything until tuesday, and even then will be backed up until Wednesday. Please just have a LITTLE patience, for the moment it is out of my hands."

as it was a public holiday today i could not do further investigation at the post office, u must also understand i dont sit behind my computer waiting for emails, i do have a life and being a public holiday i went away for a couple fo days, no crime and def not stalling? whatever that means, how could i be stalling if i have said i would offer i full refund this week if it didnt show up? i have insured it so it doesnt worry me, what does worry me is a person who is kicking up so much of a stink accusing me of stalling or not having the money to refund you, what if it shows up...are you going to then pay me? how do i know that after all the fuss you are creating? u want me to trust u and refund the money but then USPS is going to make me wait 5 more weeks before i can make a claim, if it shows up in the mean time i have to just accept u will pay me and not rip me off, do u understand why i like to wait a bit for it to turn up? its alot of trust that im placing in u if i refund ur money, i cant claim through paypal can i...only u can...so i hope u understand my situation in the fact that if it shows up and i have refunded u i just have to hope u pay me money, i have no recourse through paypal like u do

"that isnt a bogus number, if and when that coin arrives you will be made to sign for it, if it is not returned or if it isnt paid i will have to proceed with the legal side of things, i hope you understand, im not out to rip anyone off or to do anything else you are accusing me of, i have proved i shipped it with the tracking number, usps have tracked it in milwaukee so i dont know what u are going on about, i will advise a return to sender on that item once found, but if it is delivered it has signature confirmation so i would expect immediate payment

So, I thought about this for awhile. If you track the number he gave me, it is invalid. Plus, it is not even a Priority number. Given this, I left him negative feedback. This was later the same night that he refunded me. This is where it gets stranger. These are the emails I received, all in the course of about an hour. (I pretty much just responded to every one that if he was willing to send me pictures of the receipts, we could do a mutual feedback withdrawal)

"signature confirmation doesnt have a seperate number, its a green receipt stuck to the outside of the package, as i said i went to the post office, i didnt have second thoughts i purchased the coin for $1800 why would i have second thoughts at making 1000 after fees? doesnt seem right does it, and if someone offered me the same money u paid tomorrow and i knew them i would sell it to them for the same priuce, maybe even cheaper, so u really dont have a leg to stand on with that argument do u? if u do a little investigation u will see that the coin wasnt even purchased that long ago...i just can spot a good deal, anyway enough of that. the number i provided is a correct number for a hand written receipt, i have it sitting right in front of me, i can tell u the weight,the date, everything, but u couldnt wait a day could u, u just assumed i was doing something wrong although 506 people before u never had an issue with me? doesn t that seem strange to u...100% feedback until u came along???? i think maybe u just have run out of money, and thats fine, u could have just sent the coin back for a refund if ur broke i wouldnt have mided, but i do mind a person leaving malicious feedback because of assumptions, i didnt ignore u i didnt rip u off, i refunded ur money, geez if i only had half the luck u have had when i have had an issue with a transaction...what the hell"
Wow. I declined the cell phone picture because I didn't want him having my cell number, and I was sure it would not have enough detail anyway. But I told him if he was willing to take a scan of everything and email to me, I'd love to do the feedback withdrawal. I told him that sending me a scan of the shipping receipts was something that he should have done immediately when there was a problem.
So, did I jump the gun? Was I wrong to expect valid tracking numbers on an expensive coin? Does it seem odd that his last message before refunding my money implied the coin might still arrive, and then later he says he already knew where it was when he refunded my money? Do you think he had already sold the coin, and did not have it anymore? Anything I'm missing here?

No, PAYPAL can only insure up to $500, the USPS has insured Priority packages for me over $3000, but you have to go in person

That's only if you use online shipping, you can go much higher at the post office.
I think signature authority and insurance have two seperate numbers if you go to the post office. Could be they only scanned one of the two and he provided the other one.
I'd side with the seller on this one. I would have waited for the next week to roll around since he did say he would refund it. Only thing is you would have had to wait till Tuesday, not worth filing a claim yet.
PS: I would have liked to see what you wrote to him in the emails, rather than just his side of these communications.

Actually only web based postage can insure up to $500 ... ( that includes PayPal ) ...

The willingness of the seller to allow you to get your hard earned $$$ back + receive the coin makes me think there is no coin to receive.
The seller's poorly worded email and his beating around the bush with feeble excuses also instills great confidence in him. (insert factiousness here)
I would have used Registered Mail, it's slower but safest.

All my Postal Insurance labels have 9 digit # with a 2 letter prefix.

That number is an Express mail number.
I left mine out to try to avoid making the thing complicated to read. I simply kept asking for proof that the item had been shipped, or a refund. Even if he was mistaken and had shipped it Express, that number should indicate when the item was accepted for shipment when tracked. I've shipped enought stuff by the various methods to know what one should have for receipts. Priority, Express mail insurance goes to $5,000. Registered mail insurance goes to $25,000. You can only insure up to $500 on the internet for any USPS postage.

Last year I sent an item via Priority Mail and also insured the item and had a tracking number and the item (five rolls of Barber quarters) went missing from the USPS system. The tracking number came up invalid and the USPS employees who tracked the item via the internal mail tracking system at USPS could not find it, either. The best they could do was tell me it had been delivered to a hub in Anaheim, CA, but after that they had no record of it in their system. I exchanged emails with the buyer, who was given a refund, over the period of several weeks before the item showed up at their doorstep a bit damaged, but intact. There was no explanation for the delay by the USPS and the item never showed up on their system, even after delivery.
A negative sounds harsh if you were made whole since you still had time to resolve the issue, which appears to have gotten much more complex as the emails flew back and forth.

It is good that the buyer got his money back. I hope he considers
taking that money to a REAL STORE and buying a nice coin that he
can take home with him right away.

This is an express mail number, as was stated earlier-NOT an insured number. Those begin with a "V," followed by nine digits and ending with "US." Sonds to me like the dude is trying to pull a fast one.
I read that mindless drivel 5 times & still don't have a clue other than it was possibly a big misunderstanding that could have been avoided if the seller has simply said:
"Your coin has been shipped, tracking number is blah blah blah and you should receive it shortly."
