Calling all panda experts....need help identifying this.

I picked this piece up today at the Illinois coin show. I dont know anything about it, but at just 3 bucks over melt, I figured I couldnt go wrong. Its from 1989 and is 1/10th ounce. I assume its a friendship medal of some kind. Any help with its identification and estimated mintage is greatly appreciated.
