Is this corrosion on copper?

Whatever it is will a soak help/harm it?
I want to submit it for grading and wonder if it
will be knocked down for the spots?

of the coin and that is called corrosion. i am not sure it would slab
due to that.
i have never dipped a coin in my life so i do not know the answer
to conserving it. keep it out of humidity is probably the key to preserve
it in its current state.

I would not use a toothpick, as RICKO is right. The Old Timer's trick is to use a rose thorn, but only if necessary.

I would not use a tooth pick or a rose thorn..........after the minral oil soak I would use a clean q-tip (dry) and gently rol it across the worse places........... see if the q-tip picks up anything.
If yes but not all is gone.........................back in the minearl oil for 2 more weeks......
If no..............well I don't know about you Stef but I would cry
