Those Topps Vault proof cards would likely be the like the Fleer bankruptcy proof cards. In that case, they would slab them "authentic" but not grade them it appears.
Insert proof cards are of course like regular cards.

Collecting PSA graded Steve Young, Marcus Allen, Bret Saberhagen and 1980s Topps Cards. Raw: Tony Gonzalez (low #'d cards, and especially 1/1's) and Steve Young.
Does anyone have any info to add to this? I have a blank-backed Topps proof card from the Topps Vault with their sticker attached. Will PSA grade or even authenticate it?
I'll send this question to customer service too, just like to hear any experiences others have had.
Unless they've changed their stance in the last six months, the answer is no. I contacted Joe personally and asked if PSA would slab some of my Gretzky proofs that were purchased directly from Topps Vault. He told me to submit one with the COA from Topps Vault and he & his team would look at it. Six or seven weeks later, it was returned with a voucher and a email stating:
Your proof panel has been reviewed and researched. Our experts, at this time, feel that we do not have enough background documentation (we did receive the certificate and we do know the proofs are being releases from Topps) to put these issues in our holders. The panel will be returned ungraded and not holdered.
Hopefully, at some point, they'll change their mind on these.

<< <i>PSA would not grade my Carew Proofs. Nothing has changed....... >>
Correct.
I scanned the front and back of my Topps Vault encased proof with CoA and they said they would not grade it. Thanks again everyone for your help - I appreciate the feedback.

<< <i>Maybe they only grade certain proofs...we should be more specific...
Great statement...........whats the consensus on the definition "proof card"?
There's an interesting 1967 Maris proof card, thats authenticated but not graded on ebay right now???
Are the alledged "proof card's" that are cut from the jiffy sheets and the like, graded by psa?
So it's PSA policy to grade certain proof cards and only authenticating others?
And with all the documentation from T. V.'s what more could the consumer provide as evidence
Go figure......
