This token was made about 1965 in Mexico. It has an image of Emperor Maximilian with the legend MAXIMILIANO EMPERADOR. The reverse has a crowned eagle with IMPERIO MEXICANO around the top half and a wreath around the bottom half with a date 1865 below the eagle.
The token is smaller than the 1 Peso pieces and weighs about 30% of a peso coin. There are several versions of this FANTASY piece that are being sold on eBay by unscrupulous dealers. Some of the more recent ones are hideously amateurish in their obverse design such as this one:
