Some of the rings on those holders turned green for some reason. That seems to be what is going on here.
I have a sample slab of that style holder and the ring is pea green!
Looking to buy Morgans in ACG, INS, IGA, Old PCI photo, and Hannes Tulving holders.

The urethane ring shows UV damage from sitting in the sun. The coin was likely on display near a window.

I kind of like the look - it makes the coin "pop" from the holder -
