what is this?

I foudn this at a park locally one day right around the baseball diamond, it was actually close to the benches for the players

can anyone identify what it is???

I'm thinking it looks like a gasket/spacer type of thingy, but a smaller clearer picture would help- its made of metal right? How thick is it?

looks like an electrical box cover of some sort.
