Simple error. San Fran usually makes the proofs, so they may have assumed (depending on when you bought the album) that San Fran was going to strike the proofs, when Phili did them instead.

I just bought the album 2 weeks ago from Brent Krueger's storefront in Ewing, NJ
The decision to strike 1999-dated SBA dollars came in the SUmmer of that year. The Treasury had tried stretching out the leftover stock of 1979 and 1980 coins until the new Sacagaweas were ready, but couldn't. They announced they would do a Proof, and everybody assumed it would be an S. It wasn't. TD

Wasn't there also talk about whether a silver SBA would have to be minted? If so, perhaps that was what the hole was for.
I think the talk was about whether a silver Sacagawea dollar would have to be minted for the 2000 silver proof set. I believe that a legislative change removed that requirement, but there was a report that some test strikes were made in silver.
I picked up 2 PCGS PR69's for 5 and 7 bucks apiece and the seller even combined shipping
I had them in hand 2 days after payment... I was sure I would never see them for that price. And with the combined shipping got both for under 20 bucks

The 1999-P is the lowest mintage proof SBA, I think it's around 750,000. Surprisingly, the coin is still available for less than $25.
