I'm guessing the bank wire transfer and multiple-relists scared some people? This is a $20k card, not a $9k card. Did someone just get ripped off or just get the steal of the day?
No, and now that I see he has it listed 2 more times, I think it's a total scam. I should have looked a little further than my arse when I first posted this. I've tried reporting the auctions a number of different ways and keep getting a "Self Help" thing at the end, I don't get a confirmation. And dont they have a report listing thing where you can actually freaking type?

He has some other high value items listed also. Appears to me like a broke PowerSeller going for the kill, and soon to be narued. He probably owes money to his local trusted bookie in the local community.
"In any condition, there simply aren't enough to go around. We speak, of course, of the celebrated '52 Topps Mickey Mantle card. As the years have progressed in the maturation ofour hobby industry, this issue's #311 has reached the summit in collector demand. Naturally, the vacuum of availability has driven values to dizzying heights. And for that population of '52 Topps Mantles that have been professionally graded, the values increase exponentially as condition progresses by each level. As is evident in our photo for this listing, this particular rendering has been encapsulated by PSA as EX-MT 6. And in its technical considerations, we have no quarrel. The card displays mild/moderate corner wear commensurate to the guidelines of its grade. We must also note that the card is centered about 60/40. With these qualifications reported, we care to underscore the card's central merit. The image of Mantle is absolutely above criticism. It's characterized by a perfectly clean and unblemished surface (which describes the reverse as well). But particulary compelling is the thoroughly rich color and impeccable register of Mantle's young countenance in this card. If graded for aesthetic appeal, this one would have earned a quantumly higher."
This type of "flowery" description is usually done by foreigners using English language translations. It makes sense here though as the seller is from Quebec which has a large French speaking population and this guy is no doubt one of them. So it may not be a hijacked account "Nigerian" type ebay scam.
He is a powerscammer going for a kill. If you look back through his feedback he has in the past sold just enough high ticket items to get and keep the PS rating then sells lots of cheap cards to pad his FB numbers.
There is a possibility he has a hijacked account, but I think he is a power scammer who sees his Ebay days coming to an end and is going for the kill.
seller kicked off ebay. he sold a ton of 1 cent items then went for the big score. he actually gave a bidder a retalitory negative making fun of his user name.
Holy crap! You mean reporting that auction 9 different ways actually got somebody's attention? The original link I posted is now an invalid item as well. Glad to see they did that!

I won't buy anything over $100 without using a credit card. With a credit card you have some degree of protection.
