Do you think the NFL will ever expand with teams outside the lower 48? If so, when and where?

I suspect that the NBA would be the first to expand outside of North America (probably Europe); that MLB would be second to expand (probably Mexico and So. America); and that the NFL would be the last of the three big sports to expand outside of the lower 48.
With respect to the NBA, I could see it truly going global and changing it name from the National Basketball Association to the World Basketball Association. When and if it does, I hope the first player drafted into the WBA is the grandson of former NBA player "World B. Free", but only if the grandson's name is "World B. Free III"

The NBA has expansion plans for Europe sometime over the next decade, David Stern says they are looking into it.
MLB with a team in Mexico and someday in Havana, Cuba is a possibility.
The NFL putting a team in Toronto some day certainly seems feasible (although that could be bad for the Buffalo Bills fanbase). NFL Europe
was a bust. Mexico City is a possibility but the language barrier and serious crime problems would not make it an attractive place to
live for the players and their families.
No way MLB puts a team in Mexico with the drug enforcement that country uses. Anyone with a credit card can buy a prescription and steroids anywhere

Didn't the NFL bail out the CFL years ago when they were in serious financial trouble with the provision that the CFL would
make it easier for players who were good enough to come to the NFL? Seems I remember something along that line.
