    I believe so ... last NN stats indicated that only 18 sets were available...

    Correct. Some people specifically want the collector set and will pay the premium for it. If all you want are the three coins and don't care about the packaging, save the money and buy the individual coins.

    Now they show oversold by 684 sets!!!!!

    Mine is unopened. Some people prefer to buy them unopened so that they are the first one's to view the coins hoping for high grade coins.
