what to do with Improperly cleaned coins

I just got an order back and two of them were noted as being inproperly cleaned. One's a 1931s and the other is a 1909vdb. Are they destined to to junk drawer? Any advise. Should I send them on to NCS or take the loss.

Depends on how bad the supposed "improper cleaning" is I guess.
If you don't want them, take good pics and list "cleaned" and throw them on auction somewhere.
Too many positive BST transactions with too many members to list.
Not sure which way will get you the most back.

Any 31-S Lincoln unless damaged or corroded should fetch $75 or so on ebay even if cleaned, the vdb? who knows

Scarce dates always have demand, although I wonder if the high bidder will be a collector who can't afford an unimpaired version or a coin doctor who will try to make it look as though it were unimpaired.

I just know if it isn't in plastic it doesn't make it any less collectible , especially if it's a key date. Not all problem coins are great problems.
