This was the email I received:
Hi, I'm sorry to say, I am not going to be able to pay for this card. I would have told you sooner but I was hoping a friend would want. I'd like to try to persuade you to do a mutual agreement not to complete the transaction. If you don't give me a negative feedback it would be good, for me. I hope this won't cause you to much trouble, financially or other wise. I'm sorry that I made an offer on the card with out thinking of the fact that it needs to be paid for, very foolish, in the future I hope I'll think ahead of time. sincerely Phil

Perhaps he thought that once you accepted his offer you would take beads and trinkets as payment instead of cash.

The bottom line is he can't pay for it so If I was you I'd inform Ebay so i could
get my fees back and then I'd add this guy to my blocked bidders list.

File a non-paying-bidder complaint, let Ebay slap him with an NPB strike first, then apply the neg. This sort of BS needs to be discouraged.
