After many years and hundreds of cards I think I've had my first shady deal.
Here's the description of the auction:
You are bidding on a great centered Jimmy Brown Rookie card. There are no crease marks or folds on the entire card. Corners are high end and not torn and are perfect. The edges are in perfect condition and has been in a hard case for a very long time not touched. In great condition.Card has been valued at $450.00. Buyer will be very pleased with the card. Here is what I got today!
I've already sent a response via eBay that I want to return it for my money back. I did pay via PayPal but I'm not sure what the best course of action I should take if I don't hear back from the seller. Any advice?

Make SURE you use Sig/Con on the return trip w/FULL-INS.

This is NOT a hijacking, BUT I was told on the phone tonight
that before the end of 2008, EBAY will enforce a "No Questions
Asked Return Policy," on sellers in some merch categories.
RubyLane and a few other places already do that on ALL merch.
You must accpet returns for any reason, or no reason at all.
So much for my, "No Returns On TPG Cards."
Was this an Ebay purchase?? Well duh you said it was. I am just not seeing it on Ebay..

The seller is a scamster.
If you follow the instructions above, you are covered up to $200.
Do it right away.

PP wants you to go through EBAY first. You can file, NOW.
It's in your "Dispute Console."
BUT, I would call PP and tell them the seller is a FRAUD.
They can speed the process and lock up the seller's account,
if you convince them the seller is a crook. SHE/HE IS.

Most likely this scammer isn't a "Laura", but is a guy. Scammers like using women's names because the impression is that a woman is less likely to be a scammer than a guy, which could be true, but in any event that's why scammers sometimes use women's names.
Scammers also use women's names as part of the con because a potential victim is thinking they are getting a deal from, or even taking advantage of a naive women who doesn't know anything about baseball cards.
So don't feel bad that you may be giving a neg to "sweet little Laura", because it's probable this is no Laura.

I've purchased many great cards from sellers who are not dealers or don't sell many cards. Sometimes it's a gamble with low feedback sellers, but once in a while it's a gamble that I'm willing to take. If I get burned on this one, it well be a lesson learned and I'll be less willing to take risks on higher dollar items in the future.

Now there is a kick in the balls to sellers again. I understand it is good for the buyers to feel safe that they are getting what they pay for BUT....as far as being a seller, you mail a guy a nice example of lets say a 1966 Topps Pete Rose. The buyer then says, I want to return this and you have to accept it back because I dont like the card and dont feel it was as described. The seller returns the money, you get your card, open the package and it's a different card and of course in much lesser condition. I can just see the dialogue and disputes on that scenerio.

Paypal: "the item is in great condition. i went to the card store my self and was priced at 450."
eBay: "we can deal with this outside of paypal. the card is fine. my card guy actually said this i can bring him in also. the corners and edges are in great condition. theres are no creases or folds on the entire card. it is in great shape for being that old. im not refunding the money, it is out of the account anyways. we can settle this outside of paypal. or do something. if you would like to settle it then lets do it. im not doing it throught paypal. there already holding money from buyers so i can't ship items. so u can take the dipute off we can settle it figure sometihng out or we can dispute it and take longer which option do u choose."
It's getting interesting...
You cannot show a picture of one card,
and deliver another. UNLESS you say in the
listing that you are going to do that.
Make sure you have a stored copy of the
picture in the listing. He will delete it ASAP
if it is on an outside server --- like photobucket.
If PP gives you any carp, call your credit card
company.
I suspect PP will quickly decide in your favor when they
see the listing picture vs. the card you received.
That will give you some leverage, if he wants to
save his account. He will be out of business with
a <80% rating. Once he's NEGd, you can throw in
a mutual withdrawal as part of the settlement.
If you decide to NEG him fast, run the lingo by here
before you post it. It needs to be militant, but
professional.
Also, do not communicate with him OUTSIDE of the
Dispute Console.

Buy GRADED from the 3 main reputable third-party
grading companies(would mention them, but I'll
probably get kicked off these boards).

That wasn't the case at the time of the auction. They did have 1 negative however when I placed my bid.
I hope everything works out for you (based on this fools feedback, it seems like it should, who would side with this guy?).

That is not a bad rule.
But, there are MANY PSers with HUGE FB that will burn buyers all day long.
But....... I have had better results, when I stick with the guys who have had some selling experience, as opposed to nearly none. I guess none of it is 100% fool proof, but I just like to better my chances.
