It's about time ebay does something to slow down the scammers and turds. It's not a great solution, but OK if you ask me. this may drive some more business and bids to the "good guys" that are out there.

I offer "free" shipping on everything.
MOST sellers have resisted this because they do not want to pay the FVF
on shipping costs. This new scheme will likely force more sellers into my
"free" shipping camp.
And what does "if ebay suspects the transaction may result in an unsatisfactory buyer experience" even mean???? They can tell the future? I can't see a whole lot of clues that would lead them to believe this before a transaction takes place.

The buyers are EBAY's "customers."
Sellers are JUST the folks who pay EBAY money.

You sure do have a lot of issues with Buyers. Seriously, not picking on you, just stating an observation.
Just out of curiosity, have you mailed his item yet?
The sellers who don't already have multiple selling accounts established will be hurt the most by this.

Also, for a small number of these transactions paid with PayPal, when eBay suspects the transaction may result in a dissatisfied customer, PayPal will delay release of the payment funds to the seller until the buyer has left a positive feedback or 21 days have passed without a dispute.
I'd like to put context around this last detail for our good sellers: Sellers with an established track record and more than 95 percent satisfied buyers in the last 30 days will not have funds held. And, sellers on eBay will continue to receive the vast majority of payment funds much faster than other marketplaces.
And if you haven't sold anything over the last 30 days? Or if you sold ten items, one jerk negged you, but it was the only neg you ever received? Sounds like that would be a very high percentage of their transactions, if that's what they mean.
I have a full sheet of photostamps you might be looking for. I have the 1969 National League series 7 sheet. I also have a full sheet or magazine page with "FREE All Star Pictures" from 1971 I think (no date). This sheet has twelve photos on it of Carty,McClain,Mays,Kaline,A. Johnson,Bench,Aparicio,Gibson,seaver,McDowell,Banks, and Yaz.
What kills me the buyers that are the biggest headaches are the ones who spend very little. I never have any problems with transactions over 25.00. 95% of my problem buyers and UPIs come from items less than 5.00
