Hi Russ, I see you have very long term knowledge in the coin hobby and wanted to ask you about Kennedy Halves Proof D/Cams.
My question to you is, has there ever been a Pr/D-cam 70 grade given to a Kennedy Half dollar from 1964 to 1970?
If there hasn't been, why in your opinion?
The reason I ask is I have searched many proof sets at coin shows, tv shows, and local mom/pop huts and most strikes are bad, some surfaces are not is so good of shape and many different die strikes,
Can you enlighten us/ms on what to look for under 10x loupe to understand what the problem really is. I love those Kennedys.

Yes. There is one 1969-S in PR70DCAM. There are 16 1968-S in PR70DCAM - all from the same submission. There are none for 1964-1967 or 1970.

There are people that can polish the fields and add frost, but it might not slab after that.

If it was on the Bay, it may have been one of mine.
I've trickled out over 50 of them in 67 and 68 over the last couple of years.
I remember a few doing very poorly and had some go for as low as $22 and $24.
Most 67s brought well over twice that, some even ridiculously high. Makes up for those few that just died.
Good score, no matter where you got it.
