There are 3 notches at 11 o'clock on the obv. pic. Post mint damage?
edit to CBH instead of DBH

It looks to be the edge lettering which is not considered damage at all.
Edited to add---check the side of the coin to be sure it lines up with the edge lettering.
Some coins are just plain "Interesting"

As JRocco mentioned, often the edge lettering spills over the rim. Of course, this would be mint caused.
Need better pictures to tell what is happening on your Bustie. If the lines go completely from front to back, you have a damaged coin.
I collect Capped Bust series by variety in PCGS AU/MS grades.
