This begs the question...... Would the Mint replace this coin? Obviously not with the same year but I have read numerous accounts of the good old days where the assay offices would exchange money.

I'm sure those days are long gone.

Why can't the mint fix this problem? It's still happening with 2007 Silver eagle proofs and MS coins. The problem has been around since the series started in 1986 - that's 21 years of milk spots. Even the U.S. Mint should be able to find a cure after 21 years - if they cared.
