Simple. Because PayPal is holding the money and once they show his return package as delivered, they release the funds to him. It's not like I'm holding the money and just being a bully here... I don't have it and neither does he.
I went to the Post Office this morning and got a copy of his signature and address for the package, with a postmark to show it's legit. I sent this off to PayPal and he should have a very, very hard time winning this.

I had similar thing happen to me last month - but I had shipped both items. The unreasonable buyer filed PAYPAL dispute, and neg'd me claiming fraud. I wasn't trying to scr$w him, just got ahead on packaging while waiting for PAYPAL shipping to work - was going on and off that day
Do you you remember what you wrote on the PAYPAL dispute? and what status is now? Try to keep all correspondence to the unreasonable one through eBay question system as PAYPAL seems to have access to these.
I sent them both $10 via PAYPAL to send items back to me - unreasonable one does not claim it but lets it sit

Last week I asked unreasonable one, since he got his coin would he agree to a mutual feedback removal? I gave him a positive on quick payment - he gave me a negative claiming fraud, won a nice bust half, received a crappy beat up CC dollar - I put on a follow-up listing item number and price of coin he got by mistake - both were about $90 coins
Moral of story - not sure there is one, but originally he trusted you with $700 for delivery of plat - you may have to trust him with something to get it back
I do not understand why you sold the coin he won? Did he change his mind, and not want anything now? What about the buyer that won the coin he has? what have you told them, and what are they doing/wanting?

100% Serious. MIT doesn't have class during January, so I'm going home for a few days (brother's getting married) and then spending a month in Israel.

He told me he was not interested any more and just wanted the refund. The piece was consigned and this keeps me from delaying payment to my consignor or buying the coin for myself.
As for the buyer of the other coin, I haven't heard back from him (I told him the situation). If this doesn't get resolved in a day or two, I'll probably refund him with an apology, and offer the coin to him (if he is interested) when it finally comes back... I don't want to tie up his money.

The seller did not send the coin until he was paid. Why do you think the buyer should send the coin back until he has been paid?
Granted, the money (less return shipping to the seller) is in escrow with paypal and that should be good enough to satisfy the buyer but the issue of return postage has not been covered. I think the coin would be returned promptly if the seller sent the buyer the $13 that he requested.
The buyer says; I called paypal today, they said that i will get 100% refunded on 12-20-07. So after that happens you will just owe me for the return postage on the 1/4 Ounce Proof Platinum. $13 was the price you paid to ship it to me. I'm NOT returning this until I've been paid!!
I read that as the buyer wanting $13 to ship it back since he knows paypal has the money and, as it stands, the $13 return postage is only hitch in putting the deal to rest.

I've offered him, and he's not taking that deal. He wants every cent released now... that's against PayPal's standards, and he's going to lose this claim, anyway.

My understanding is that the matter is when the refund is processed: after Jeremy receives the coin, or before the buyer sends it back.
I don't think there's really any question (or at least there shouldn't be) that on a seller's error like this, they should eat shipping both ways.

You must be looking at a different case. The buyer is stating he will not return the item until he has his money back (plus the shipping amount).
If this was only about $13, then we would not be discussing it.
