67 Kennedy DDR or Machine Doubling?

Found 2 similar to this roll searching - they're being stubborn photo-wise, but most of the letters are similar, some stars are doubled. Saw the Cherrypicker FS-50-1967-801 and thought maybe. Best pic I can get at the moment:
