Die chip....I've got a 02-s that is exactly the same.

Charlie,
The coin is a 1902-O, correct? It is a die chip and does not affect the grade of the coin. However, look to see if it is VAM 15A. If it is, it should have a nice die break on the reverse. I found the discovery coin.

This glob doesn't add anything to the value of the coin as an error.
