Is Clarence now working at the mint?
Looks like a pubic hair was on the planchet. I don't think it is a scratch because part of it seems to still be there.
The top most "mark/line" seems to be above the coins surface. It was hard to image. The bottom image shows it best, casting a shadow or reflection.
Is this something PCGS would grade as a mint error and if so, would it be worthwhile to submit?

Most likely a piece of thread, I would imagine this is very uncommon for this series.
Don't they inspect every single coin struck?
