I got my 2007 Silver proof set today, question about Jefferson proof

I was taking a look today to see if any coins in my sets are worthy of some 70's.
The Sac looks like it has a great chance. I was checking out the Prez. proofs and they were looking great until I came across the Jefferson proof. What is on the proof? Is it stuck thru cloth fibers? There are four separate pieces. Are they scratches?

Struck through fibers? I don't think so, I think the fibers are just sitting there on top.

The pictures are taken with the coin removed from the package. There is nothing on the surface.
I included another photo.

If it's not stuff lying on top of the coin, then I'd say minor strike throughs-which are not worth any premium.

That's what I was going to say until you said the photos were taken with the coin outside the packaging. May be struck through.
