Help - Sold expensive coins to unconfirmed paypal address

I'm hoping for some timely advice. I just had a 1500.00 BIN sale to a buyer with 2 feedback (1 negative) and an unconfirmed paypal address. It was an instant payment. Foolishly, I didn't have the block unconfirmed paypal address enabled with Paypal, which I do now. I really don't want to send the coins to this buyer while having no protection from paypal (I know, my fault). What's the best course of action, such as:
-Contact the buyer and ask that he confirm his address
-Refund the payment through paypal and send an email apologizing while saying I don't want to ship due to lack of seller protection
What would you do?

My thoughts
Legit buyers are happy for the help. Crooks will simply drop the matter.
NEVER ship expensive stuff to an unconfirmed addy.
If you do not already have this in your listing I would recommend it in all future transactions:
All items paid with PayPal MUST be shipped to a confirmed address only. No exceptions.
This is on all my listings.

Got it. Just changed my paypal profile to accept payment only from confirmed addresses. thanks to all.
Next question: Any way to accept paypal, but not allow buyer to use his credit card to charge the sale? Or do you have to allow the buyer to use credit card when accepting paypal? I notice the credit card logos along with the paypal logo on "payment method."

Seller is not covered by PayPal Sellers protection if item is mailed to an unconfirmed address.
It protects the account holder too, a crook can't get something paid by your account and sent to him.

He sent the money again, and when I checked the paypal payment, he had confirmed his address. Again, it was an instant payment. Do I now have the all clear to send the coins?

Go into your PP account and look at the "details" page
of the transaction. Make sure THAT page says the addy
is confirmed. Do not rely on the email notice.
Make sure you comply with ALL other provisions required
for you to be protected under the "Seller Protection Plan."
You can then ship the items.
11.3 Qualification Requirements. In order to qualify for coverage under the Seller Protection Policy, you must meet the following requirements:
You must have a Verified Business or Verified Premier Account at the time of the transaction,
The transaction must be between a US, UK or Canadian buyer and a US, UK or Canadian seller,
The payment must be listed as "Seller Protection Policy Eligible" on the “Transaction Details” page,
You must accept a single payment from one PayPal Account for the purchase,
You must not charge a surcharge for accepting PayPal,
You must ship the purchased item to the address listed on the “Transaction Details” page, and that address must be identified as a Confirmed Address,
You must ship the item to the buyer within 7 Days of receiving payment,
You must have trackable online proof of delivery from an approved shipper to the address on the “Transaction Details” page. For transactions involving $250.00 USD or more, you must provide a proof of receipt that was signed or otherwise acknowledged by the buyer and can be viewed online, (If you paid in a currency other than US dollars, the following amounts apply for this section: $325.00 CAD, €200.00 EUR, £150.00 GBP, ¥28000.00 JPY, $350.00 AUD, 330.00 CHF, 1,600.00 NOK, 2,000.00 SEK, 1,500.00 DKK, 800.00 PLN, 55000.00 HUF, 6,000.00 CZK, $400.00 SGD, $2,000.00 HKD, $380.00 NZD), and
You must respond to PayPal’s requests for information within the time period PayPal specifies.
Please note that in order to qualify for our Seller Protection Policy you must ship the item as required in this section. If you hand deliver an item, or provide delivery in any manner other than required in this section, your transaction will not qualify for the Seller Protection Policy.

Why would you get both? Since its over $250 you do need sig conf. Is it possible that he could sign for it but because you didn't get DC that it wasn't delivered, LOL?

The confirmed address is to protect the seller, not the buyer. PayPal will not honor a seller's claim if the item is shipped to an unconfirmed address. The seller may have some protection with USPS insurance. The buyer probably does not have a confirmed address yet because he is new to ebay, but no one can be sure of that. Very risky to ship. Unfortunately the seller is setting himself up for a negative feedback, because he forgot to click the button saying he will only ship to confirmed addresses. Hopefully the buyer is understanding.

I looked in the PayPal preferences for the place to block unconfirmed PayPal addresses. The preference section is disorganized so someone please save me from cllicking through everything and tell me where the link is to enforce this block.
To change it:
log into your paypal
click "profile"
click "payment recieving prefferences"
It will be the top line in that window.
