Early Copper question

It states in the Comprehensive Encyclopedia (Alexander) that Half Cents & Cents were to be withdrawn from circulation after 6 months when $50,000 of these copper coins were minted. The text noted that this was as a result of the Act of 1792. I can find this information absolutely nowhere other than this book. Can someone help me correlate this to see if it's historically accurate?
