Set Registry Weights

Just curious,
I was looking at the set registry weights for roosevelts for 1946-64 FB cirulation strikes and they do not seem representative what I would have thought. How are these numbers calculated.

I also have a problem with coins being allowed into a set when they do not
seem to belong. for example, if a set is supposed to be for full band, or full head or full
bell lines, why do they allow coins into the set that do not meet that criteria ?
Money is the short answer. Just one example: what is the market price of a 1953-S MS65FB Franklin Half Dollar and a MS66 of the same.
I have a set of Early S Mint Morgans listed. My set is tied for 13th with 11 other sets. With the exception of 1 coin in 2 different sets they are all listed with the same grade coins. Most of the 11 sets look just like this.
Date----------Grade-------------Pop----------Pop Higher
1878-S--------MS 66 ------------467---------------20
1879-S------- MS 67------------1028--------------70
1880-S------- MS 67------------1433-------------138
1881-S------- MS 67------------1256--------------82
1882-S------- MS 67-------------560---------------32
My set grades like this.
Date--------------Grade------------Pop----------Pop Higher
1878-S--------- MS 66 PL-----------7-----------------2
1879-S--------- MS 67 PL----------41----------------2
1880-S----------MS 67 PL---------109--------------18
1881-S--------- MS 67 PL--------- 63----------------1
1882-S----------MS 67-------------560--------------32
The 11 sets plus mine all have "weighted" 66.67 grades. I guess the dates are just too common to warrant any more points. I would love to see mine listed as higher but in the end it doesn't really matter where my set falls on the list. I know the effort that I put into the set and would rather own it. I registered it and it is for my enjoyment even if nary another person appreciates it. I'm just SanFranDreamin'.
