UPDATED:Stay away from bestbuy791silver and this is the reason you should never leave feedback first

Hello Everyone,
To make a long story short I sold a PSA 9 1984 Topps Don Mattingly for about $16.00 on E-bay. I just got this card back from PSA and put it directly on E-bay. The auction ended on 4/17 and the next day the buyer pays through Paypal. On 4/19 he asks me when the card was shipped out. I reply back saying the card will ship out either on 4/20 or 4/21. He then leaves this e-mail yesterday:
"Again-When was this sent?????? Please answer me."
I reply back that the card left Saturday and against my better judgement I left a positive feedback for this guy even though I had a feeling this would turn out bad. I usually leave feedback when I receive the payment, but never again because I just now get this e-mail from this guy.
"Mark,
I received the item today. I am very dissapointed in what i have received. I first noticed the red/white PSA label had a ripple in it from air getting into it. I immediately put my fingernail into the top left corner i noticed that this case has been opened before!!!! I want an explanation immediately."
Mind you my feedback is at 1013 all positive and this is for a freaking $16.00 card! His is around 97% and he recently got a comment back from a seller stating that he is rude and that he threatened to leave a negative if he did not get feedback first. I e-mail the guy back asking what is he talking about and that I just got this card back from PSA. He now sent this e-mail to me sounding like he is threatning me with my first negative.
"I seen that-you have perfect feedback! VERY RARE! I know....Trust me....unless it was done during shipping....the PSA case has not been sealed right...did you inspect it when you got it back>?? did you notice the ripple in the psa label at the ps in TOPPS and tt in Mattingly?i do not want this card, do you have another you can substitute before i leave feedback?"
I replied back asking what does he want that is fair. I would take the card back, but it sounds like he is trying to con me. What shall I do? Tell him to go f--k himself and take the negative? Is a week to get a card from an ended auction too long? Any imput would be appreciated. Because of this guy I will never again leave feedback first which is very sad.

I agree completely with this statement. This situation is also a classic example as to why many sellers no longer leave feedback until the buyer does upon receipt of the item. There are far too many morons on the bay now to leave yourself open to BS like the situation described above. If it makes you feel any better, RemynSkyler, I doubt that this clown would hesitate to leave you a neg if that's what he wants to do even if you had not left him FB before, since his FB rating is only 97%, he probably doesn't care anyhow, but at least you could have responded to his FB in kind if he does leave you an unjustified neg.
Personally, I'd tell this jerk to return the card and that you'll issue a refund once the card is received in the same condition as you sent it. I would not try to "replace" this card with a similar one, since that will only prolong your correspondence with him. Be curt and firm. Clowns like this guy get off thinking they're making you squirm. I don't think a neg will make one iota of difference on how people regard you when looking at your auctions in the future, especially in a case like this one, where the guy is obviously being a PITA, but I understand how these things can get under your skin in a personal aspect, since you're used to doing the right thing.

then yesterday i get an email from another seller. the jest of the email was...sorry but the card you bought is in storage in CA and I now live in AZ. If you want your money back I will refund." So I ask for the refund and it still hasnt happened. Why would you list a card that you didnt have easy access to to mail to someone that would win it??
so ebay is a two way street in terms of creeps and strange birds.

No doubt, but as a buyer you can pick and choose who to deal with. As a seller, you have no control over the guy with an 86.8% FB rating bidding on your auction at the last second and then being a total PITA.

The instant guy is going to NEG you, regardless of
what you do.
I would tell him to take his issue up with PSA. The
cert number shows ship-date on the PSA site; tell
him to look at it.
If he plays his PayPal card, they will make him pay
to return the card to you.
PSA may reholder the card free, if they messed-up
the flip during sealing.

That does not help sellers when the PayPal gang is involved.
Buyers now have virtually ALL of the protection on EBAY, and
sellers have ZERO protection.
MANY good sellers have already quit. MANY more will do the
same. Then, the bad buyers and the bad sellers can have at
each other.
Storm should know this. I believe it's more difficult to file a claim to get a refund through Paypal for a "dispute about the condition of the item" than it would be for non-receipt of said item. Not sure what he could claim since the card is obviously PSA graded.

PayPal will make him send the card back to you, if he files a
dispute/claim.
If you chose, you can tell him to return the card and you will
refund him. He will then want YOU to pay the return postage.
If he files a claim, PayPal will make HIM pay the return postage.
Offering return privs on graded cards is akin to running an
approval service. That does not fit into any of my EBAY biz models.

The OP's return policy in the listing makes the point moot.
But, even if the listing said, "No Returns," if the product has
something wrong with it, PayPal will still side with the buyer.
If PayPal does not do so, the buyer's credit-card company will.
I'm glad I made mine when it was easy on EBAY. I laugh when
I see the EBAY infomercials, talking newbies into the lions den.
ALL of the easy money is gone from that venue.

Thanks for the info Storm. I will never again accept refunds on graded cards. Is the best thing to do is offer the refund and if he asks for me to pay the postage I should refuse? Then tell this POS to file a claim and go f--k himself? He is going to neg me regardless so let me know if this is the best way to go about. Once I get the neg you guys can help me out with reply back. Make sure it is real nasty, but with a touch of class.

I realize this PITA has gotten under your skin, but really I wouldn't spend too much time on him. Already you've probably spent about $16 in mental energy with this guy. Just tell him to send the card back, and refund him if he does, block him from bidding and move on. Guys like him love to know that they're causing you all kinds of grief, but this guy and this transcation isn't worth any of that. Just my .02.

When he gripes about the return-postage, ignore him.
He will file with PP and they will MAKE him pay the postage
if he wants his refund.
NEVER leave nasty comments in FB or replies to FB; it
makes you look like a psycho. ALWAYS appear to be
unphased and to take the high-road.
This is the harshest FB reply that should EVER be left:
Unwarranted Refund Issued To A VERY Difficult EBAYer.
MANY good buyers are more concerned with what kind of FB
a seller leaves than they are with what kind he receives.

If folks want an approval service, let them shop elsewhere. Folks
who do not like my return-policy can buy from somebody else. I

Sorry to hear you ran into this tool. I would try and take the high road and give him the refund upon receipt of the card. If you didn't use DC and he files a non-receipt claim, tell paypal you must have overlooked it and send him a box of cat turds with DC. That'll cover you.

I think it's worth a try to keep your 100% positive feedback intact... of course, no matter what you do the customer may leave negative feedback regardless.
Why not say yes to his request to send another card after you receive the one you sent him back first? Once received, tell him the card looks okay to you... but if he want to have it reholder/labeled, you will send it back to PSA and then ship it back to him. Odds are he will decline because there is nothing wrong with the card and he may be trying to con you (as stated by other members), but if he says okay then he surely won't neg you until he gets his card back... of course by then it will be too late (60 days later or so) for him to leave feedback (expired).
Just a thought... good luck!

Your TOS are probably defective in that regard.
If S+H refunds are not addressed in your listing,
PayPal will probably refund those, too.
If he does not go to PP, just refund the $16.05.
If he raises heck, make him go to PP; they might
or might not give him the S+H.
The most important thing is to LIMIT communication
with the guy. These people feed off of jerking the
chains of their victims. IGNORE his nonsense.
If I were the seller of the Mattingly, I would have just offered to take it back. It's not worth a fight for a $16 card that you can resell to someone else. I have found that many guys who start out a little crazy with their demands and concerns end up being great customers if you treat them well. These boards have a tendency to get everyone worked up over resealed holders, crazy ebay buyers and all of the other problems with the world. The truth is that most transactions on ebay go very well and if you have a little patience you can fix almost anything.
Just my $.02.
And if that means I don't get feedback for a transaction, so be it.

Indeed, that's how "brick and mortar" stores work, why not virtual sellers on Ebay? After all, the honest, courteous customer is ALWAYS right.

hell, i usually just subconciously say 'preciate it' after i buy something at a store.. even in the drive-thrus..
i dont feel like the world owes me anything though.. and around here most of the idiots at stores dont bother to be polite, and me saying something to them kinda forces them to reply with something, otherwise i might repeat it and get irritated and call them a rude beyatch..
but i usually say "sir" and "ma'am" too..

I am beginning to think this is the way to go too. I will just bite the bullet and take one. It is just not worth all the aggrevation. If another crazy comes along(And he will) I will just pull down my pants, utter the unforgetable words of Kevin Bacon "thank you sir may I have another" and be done with it. I don't mind leaving feedback first.... BUT the item has to be delivered, in their hands first. I send everything with Delivery confirmation and request a simple email when it arrives.

My experience has been different. The most extreme case was a seller who literally sent me an empty box. Visa's rep told me there was a good chance they would deny my claim. The seller later delivered so I never found out what the outcome would be, but I certainly wasn't given the impression that it would have been a slam dunk in my favor - and that was with an EMPTY box. I've also had two NAD claims filed against me from buyers who I thought were pulling my chain...paypal ruled on my side in both cases. I also had a case where the USPS records didn't show a buyer had picked up a package sent with signature confirmation. When I posted the details of the case on one of ebay's boards, everyone told me I would lose. A week later I won the case and that was the end of it. My point is that paypal's buyer protection gets heavily exaggerated in cyberland. A lot may also depend on how a seller presents himself.

You don't go for 8 years dealing with the general public on ebay and throw it away over a psa label. I also doubt that Mark is the kind of guy to ever tell anyone to "f off".

If he doesn't want a refund maybe somebody here has an extra 9 they would trade you for that one? I don't have one but if the guy is that anal and all it takes is a swap it might be worth it to get the job done. Send the jerk a huge scan and have him approve it first. If he won't do either of those then nothing you can do. I wouldn't offer a partial refund, that might all he's looking for.

Thanks for the offer jimq112, but I do not think he has any plans on shipping the card back. I sent him 2 e-mails early yesterday morning asking him to send the card back and once I receive it I will refund his money. He has not responded yet which is kind of strange because on all previous e-mails I sent him he responded rather quickly. I believe his intent all along was to try to extort me for another free card. I do not think there is anything wrong with the label, although I must admit I did not look over it with a fine tooth comb. I think he always planned to keep the card and just wanted a freebie as well. I do not think he will respond to the e-mails and I do not plan on sending another one. I believe eventually he will just give me a negative for no good reason. I will keep you all updated and thanks again for all the advice and support.

While I don't explicitly say that in my auctions that is the route I take and I have never had a customer ask for money back on a transaction out of 5000 or so sales. I did give a buyer a refund once when he didn't receive his cards then he resent the money two weeks later when they mysteriously showed up a month after shipping. I think 7 of the 8 negs I have (out of 3500 positives) are from retaliatory sellers. You send me garbage without offering a refund then you will get garbage feedback. I read a lot of posts here and on Beckett site about screwy buyers but I just don't come across them very often. I've had far more problems with sellers. Some buyers are a bit jumpy (I've been guilty myself in the past) but a good seller will calm most of them down with solid communication and a reasonable return policy. I now generally avoid sellers who clearly state "no refunds" as these folks tend to be the ones most difficult to work with. If you cannot stand behind your product then why should I buy it. There is a grey area here for certain buzz and time sensitive items. Sellers of the silly Jeter/Bush/Mantle cards when they were on fire probably should have offered replacement only rather than a refund.
Here is the latest. This wonderful human being decided to file a transaction dispute with Paypal. This is after I e-mailed him twice offering to refund his money once I got the card back from him. He did not reply to my e-mails and left this message in the Paypal dispute.
"I rec'd the card today. I immediately noticed the psa label has a ripple in it so knew air had gotten to it, meaning someone has opened this psa case before and tried to reseal it, however they didnt do a good job because i put my fingernail in the top left corner and it raised right up...which leads me to believe someone has switched out this card, especially since all 4 corners have wear on them, the bottom edge has rougness, a large 1 inch half cirle print line is next to baseball players hat, this would NOT have gotten a PSA MINT 9 grade!!!!"
This is the biggest bunch of BS that I could have even imagined this POS could leave. Who in there right mind would ever switch out a PSA 9 1984 Topps Don Mattingly and replace it? What is the next step I should do because I have never had to dispute a sale? Any imput would again be appreciated.

The way he described the slab, he may have cracked it open
himself. Your position is the slab was perfect when you sent
it, and the flip was normal. (Some flips are wrinkled, some
are not.)

800-number and eventually a live-person will come on the line.
