    Not 100% sure, but I believe it is a political campaign token. The legend around the portrait of a gentleman in top hat and tails appears to read "The Leading and Popular...

    Yes "The Leading and Popular... " is all that can be read on that side. The only thing readable on the other side is "Chestnut..."

    Could possibly be a Hard Times Token also. The word Chestnut on other side may be part of an address, like Chestnut Street in Philadelphia.
