very hard to tell with those pics.... is that film/haze on the coin itself?

I wouldn't want to own it. I don't like the look.

That type of haze toning is common on those proofs. Most often it is dipped off before sending in for grading.

Most people don't like that type of toning and will not buy coins like that - hence the propensity to give it a bath.

Hard to tell about the technical grade - if sent in 'as-is' I would guess pf64 - but that is just a guess.

The scratches on the reverse will limit grade, even if it dips to look like a brilliant proof with typical fields. It's a $40-$50 coin. JMO

Currently it is in a PCGS holder PR65. Old rattler holder. Maybe some of the haze and toning happened in the holder.

Having owned a few my guess is that it hazed up outside the holder. This is common in 36-42 proofs, in fact its rarer to find one that isn't like this.

Russ could probably turn it into a 67DCAM image

I can't for the life of me image this one very well through the NGC plastic, its graded Proof 67 and it much lighter as the reverse colors are more akin to poweder blue, pink and lemon yellow.

I would get some "MS70" solution and try to remove that haze. It's really impossible to even give a grade guess because of the haze and proof coins in general are hard to grade from pics.

    Mike, that coin's a killer.
