need help finding former colonies in Scott's

I was at the local library looking up values in Scott's and could not find some earlier dates for Congo. For countries that were colonies until relatively recently would I look under the "home" country, like Belguim for example?

Look in the back for the index of any Scott catalog. It should point you to the correct volume and pg#.
