The government will exhaust every resource and means to prove it is right and within the law, even if it must change the law or even overthrow it. And this is why " possession is still 9/10ths of the law", to this day.

Back to square one…. The Executive Order itself, if anyone reads it , never made ownership or possession of collectible coins illegal. NEVER. It's not even in black and white. If it were ILLEGAL, the law would have not allowed for the possession of an aggregate of $200 in any denomination. That might include (by a loophole in the order) the legal precedence for "keeping" the coins "safe" until now.
