Probably a lightly circulated coin and someone thought that toning it darker would hide some of the circulation signs. Therefore, they submit it as an experiment or a lost bet or something, the person submits the coin to see if they could pull of an Unc. grade (maybe a high unc. grade) and sell for a decent price. Well, it's an interesting theory and a coin which I will scratch my head at for years to come.
