Modern Commem Halves - Metallic Makeup

I believe that each issue has a unc and a proof. Was there also a further breakout between clad and silver...effectively 4 coins for each issue. I'm a little confused on this topic and cannot seem to find a reference to clarify the issue.
For instance, I think that the 1982 Washington Half Comm was issued as Silver in both the Unc and Proof, yet the 1991 Mt. Rushmore half was issued as clad, unc and proof.
Can someone set me straight. Thanks.

Not Dolley, it's the James Madison-Bill of Rights Commem.
