NGC will not give FIRST STRIKE designation to San Fran Commems!

I called NGC about these today, and I was told right off the bat that they will not be giving first stike designations to the San Fran gold or silver commems. I asked why, and all I was told is that it is the descision they came to. I have no idea why they wouldnt when they did for all other gold & silver US Mint coins.

On a somewhat related note, I saw on eBay an auction for a coin, GB I believe, that they were hyping the classic blue, non-first strike holder as rare (and it is quite difficult to find).
As we all know (if we know) there is no certainty that ANY of the first strike coins are actually first coins off a set of dies and none that any of the first released coins are of any better quality than coins released later.
This subject has been beat to death in this chat room and in letters to Coin World, etc. I think these so-called first strikes are coins destined for the well renamed "Crime Vault"
Well, just Love coins, period.

Uhh, Money? More fees from more submissions maybe? In another thread it was mentioned that PCGS's revenues from coin grading is actually down. It would not surprise me to see them start first strikes on other items if it would get more submissions through the door. (I think one thing that might be hurting them though is the minimum grade thing on the bulk submissions. They are still having to look at all of the coins but not getting paid for the ones that don't make the grade as long as enough of the submission does make it. I could see them adding an additional minimum fee for EVERY coin that doesn't make the minimum grade on these bulk submissions in the future.
