It appears to be silver, but I cannot tell what fineness or whether it is plated.

Most Indian silver is sterling (925) so if it's heavy enough this is probably what it is.
In fact, if it looks silver in hand then it's probably sterling since they make almost no plate except a few commercial products for export.
