I'd say MS 65 although wouldn't be surprised if its a 64. The coin has some areas that are really, really, nice and others that took some hits. Overall its very pretty.
It looks like in the picture that theres some nice die cracks going on too.
Because it is a CC dollar, it had a better chance of getting an MS-64, and than a coin from the other mints. There are CC dollars out there in 64 holder that are no better or not even as good as this piece. When I saw the picture I figured that could be in either a 63 or 64 holder.

Is that a VAM 3 tilted left CC? I don't think PCGS recognizes that one, but the 2nd "C" looks pretty high.

I think you are seeing something on the holder, not the coin.
