What Grade Would PCGS Give This Morgan?

It's an 1886-P VAM-1C (Hot-50) currently in an NGC holder. I could get NGC to VAM tag it or cross and tag at PCGS. How do you think it would fare in the latter case?

i have recently made some ms63's and they tend to be rather baggy in comparision to what i think i see here...

It has pretty and smooth satiny luster, as opposed to typical alligator skin grainy luster.
Small ticks on Obv may limit grade at 65, but reverse is MS-66 all day...

It is a cool vam.
That is a nice coin with album toning that is as natural as can be, but if you look at the hair detail above the ear and compare it to a few pics posted here, you will see this coin probably won't make 65 for the very reason steve mentions in this thread.
A weak die strike even with great luster and eye appeal will prevent that LOFTY grade for Morgans. I believe the other reason it won't make it is that it is a Philadelphia minted Morgan with a population that is over 19 million.
When coins have a high mintage , it seems like the graders are even more scrutinizing, especially as it pertains to STRIKE DETAIL
