It won't stop until the foolish people who pay outragious premiums for this materal get burned a few times and back off.
A great many people who pay premiums for toning don't have an eye what is attractive and is only run-of-the-mill, let alone what is NT and AT. A dealer in Baltimore had an Oregon Trail half in a PCGS MS-64 holder. I try to buy these whenever the price is reasonable because they are fast sellers at shows here in Florida. At any rate the piece had some average brown toning it, but was still attractive. When I asked the price the dealer, "That coin has GREAT toning and people will pay a premium for that."
All I could do was shake my head and move on. For some people ANY toning is worth a premium. That mostly applies when you are BUYING the coin from a dealer. When he is buying it, the usual sane rules apply.
Don't get caught in a roach motel scam. If the toning does not knock you on your toes, don't pay a premium for it. And even if it is attractive, don't get the idea that it is impossilble to overpay for it. YOU CAN OVERPAY FOR ANYTHING.
Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?

As long as people are paying 8-10x sheet price for toners, there will be a lot of doctors out there.
I wonder how many pretty toners were dipped in the "blast white" craze of years back, and then AT'd by the coin doctors to "restore" toning. It's sad that people can't just pass on the coins they don't like -- whether white or toned -- and leave them to others who appreciate those...
I always like to try and find a silver lining in anything. As far as those auctions go for that AT garbage, it at least in some ways educates true coin collectors on what AT looks like. Very pathetic.
