I believe Topps transitioned from 2-card to 3-card fun packs in 1975 (1974 fun packs were definitely 2-card packs and 1976 fun packs were definitely 3-card packs) but it is also conceivable that they produced both 2-card and 3-card packs as card count fluctuated even in retail packs during this era (1974 packs contain 8 or 12 cards and 1976 packs contain 7 or 10 cards). Only one way to find out!
I would open it to find out, but I purchased it on Ebay as a regular sized, full wax pack. Obviously it was not either. So I'm working with the seller to either return it or just pay him a fair amount. I believe it was an honest mistake but I'm not wanting to take the hit for it!
