That logic would only apply if persons who bid on his auctions had perfect feedback themselves and wouldn't want a negative themselves and thus they don't complain.
There are people who couldn't care less if they receive one for giving one, especially accounts where the bidder is obviously new and the account for all intents and purposes is a throw away. Or folks who already have numerous feedback problems where one more would hardly matter.
No doubt telecoin has worked hard to maintain that record.
