It always seems that when tougher coins (where the budget is stretched) in my immediate area of interest become available, cash flow is weak. That will be chaning in the coming weeks to enable a purchase I can only make a couple times a year. All other things being equal (they aren't but please play along), which would you pursue?

1859 IHC in 63 for my type set
1915-S Buff in 63 for my Buff set
1928-S Buff in 62 for my Buff set

15-S 5c first, followed by 28-S 5c, then 1859 IHC. I think the cent will be the easiest to find at any given time in the future, and a nice 15-S 5c more elusive. Start looking for the tough ones first.

Purchase the scarce hard to find ones first; these will go up in multiples over a years time , the common stuff stays where it's at..

I'd say that all depends on what the coins look like. I'll tell you that Indian cents are much harder than Buffalos to find in nice, eye appealing condition, with few or no carbon and even color.
