Most likely it's an S. In fact, the CC is more common than the P, in this case.

Obscurum per obscurius
I was suggesting that a counterfeit trade dollar might have been worn down to produce that result.
There was an article (in Coin World, I think?) recently, about a Gallery Mint replica coin (I believe it was a Chain cent) that was deliberately ground/worn down to obscure the obvious COPY lettering on the back.
