With just one 57 Proof Washington, I've gotten grades from PR61 to PR63Cam to PR65DCAM over the last year.
The coin now resides in a PR66UCAM. I have a similar track record on a 50 Proof Frankie, anywhere from PR61 to PR65CAM. The coin is a Cam all day long and it wouldn't look out of place in a DCAM holder. I'm just holding it for now to see which way the winds blow, it's in a PR63CAM holder at present.
I have no problem with conservative as long as it isn't 4 grades below what the same coin was 9 months ago.
I don't have to money to waste nor the time and desire for frustration to resubmit time and again. Just give me an accurate as possible grade and be consitent and I'll be happy.
I don't know what the answer is to the situation that leaves most confounded and unhappy. For now, I've decided to just cut back on submissions by about 90% of what I used to do from 2001 to the first part of 2005.
I'm not passing out blame and I'm not indicting anyone of anything untoward. I'm just a little guy and for now I'll buy my coins already slabbed. The joy of cherry picking and getting a rewarding grade for my efforts seem to be a thing of the past. For now, all I can do is vote with my feet.
And yes, I'd much prefer to have my coins in PCGS holders, lest anybody think I am posting this to bash anyone. 85% of my slabbed coins are PCGS. I'm just at a loss to follow what seems at present to be a moving target.

The quarter pictured earlier in the thread had such a messed up field at 3 O'clock I would never, ever, grade that thing 66. To me it is a near gem if it had the excellent luster; I think it must...
When the crack out artists go out of business I will say good, the TGPs are finally grading consistently and the market is doing good arbitrage between TGPs...

I think there are not a whole lot of NEW coins going for grading - same ole stuff. (BTW, NGC should be embarressed to grade that quarter GEM or higher).
PCGS doesnt want to OVERGRADE, and then some dealer/collector pays too much, and everyone on the forums complains it is junk, and then they have to dish out $$$$ for grading guarantee. Conservative saves them money. They don't care what anyone makes on the coin.
On Busties PCGS is more conservative than all the other third party grading services. They are still 2-3 points too liberal to satisfy the serious Bust collectors.
I collect Capped Bust series by variety in PCGS AU/MS grades.
While most all the comments made here are based on pics it does make you wonder from some of the comments here what 2 world class graders PLUS a finalizer saw that led them to give the grade that they did.

Liability - PCGS spends BIG money buying coins back and when they write checks for thousands and even tens of thousands of dollars Mr. Hall wants to make sure it doesn't happen again. Coin mechanics,coin doctors, NATURAL TONING and an occasional spot are red lights which cause Ultra Conservative grades. Would you throw a beautiful woman out of bed because she has a pimple on her A$$ ? I certainly wouldn't and I also like a little color and ethnicity.
Perhaps the PCGS graders will make me smile one day soon !

Don't want to put words in his mouth, but I'm pretty sure he thinks he is more conservative in grading raw coins than is PCGS.
