    Based on what little I can see in the pic, I would guess post-mint damage/cleaning.

    I don't think those are die polish lines, the coin appears to be circulated and that appears to be post-mint damage.

    Die polish would be raised. Looks like gouges to me. Can't tell for sure without coin in hand but my money is on post mint damage.
