Don't know if they'll attribute it, but I'll take the 13-S over the 18-S any day
What's the whole coin look like???
PS: What's the story on the black BMW 740iL??

Sure looks like a 13-S from this view. Nice coin!
If you have a 1913 and 1918 at home, why don't you pull them out and compare with the picture he sent?
I looked through the US-Philippine odds and ends I have at the house and the closest 20 centavo I had was dated 1920. The upper serif of the "1" was entirely different from the 1 shown. Now that was the first year at the Manila Mint, so things may have changed that year. But maybe not. And if you can pull out a 1913 and/or a 1920 twenty centavo, you may be able to nail this down conclusively.

PS: You have an awesome, and understanding wife! I guess you'll never be able to get rid of that wonderful birthday present...

1jester, you might be right about the possibilility of a 1918/3-S. If you look at Spinynorman's photo detail, I think you can see on the 8 something that looks like the 3 of this 1913-S.
Justhavingfun, it's hard to tell but I think that the 1918-S 20 centavos might have two types, just like you said about the 1917-S 1 centavo. And another thing about these 1918's is that the mintmark looks inverted on one of them. I'll get some clearer images of them up soon.
