My personal policy is to avoid cleaned coins altogether. You can't get them slabbed by NGC or PCGS, and it affects the value dramatically. Shamika is right; you can't tell to what extent value is affected unless you really can assess the extent of the cleaning, and only an expert can do that.
Definitely check for counterfeiting on the 11-D! Look for a roundish bump above the "4" in date and tooling marks inside the recessed portion of the Indian's neck. Guy
11-D $2.5 is a serious coin. If your friend plans on keeping it for his collection then who cares. But if selling, your friend really needs it holdered for authenticity purposes. One BB does not mean he's finished. If it is a light cleaning he may still get it holdered. He just hasn't paid for the plastic yet. Tell him to try a couple of more times. And then try NGC. And finally send it to ANACs who will slab it noting the cleaning. He will get his submission money back and then some if he gets it into a PCGS or NGC slab.
One usually finds the net grade to be a grade lower than the details grade on ANACS slabs. The actual price might run on the low end of the net grade because of the lower price for the ANACS slab and the fact that it's a problem coin. Unholdered it might be hard to sell above bullion because of the fear of counterfeit gold.
